There is nothing wrong with light rail 'per se' but then again Forest Grove has a population of 21k, similar to Milwaukie. I think the Trimet 57 is a far better option for a town that size. The reason they push these things is the HUGE money that is required to build them and the HUGE profits the come from that. Developers love it because they have 'permanent' government subsidized transportation to their apartment boxes and/or labor centers.
20 years from now they should study this option.
